To create a spiritually, economically and physical resource-wise empowered rural community in the Western Province.

Mission

To reduce the imbalance between the rural and urban systems by providing the physical and human resources needed to uplift the living conditions of the rural people in the Western Province and by strengthening community-based organizations.

13 වන ආණ්ඩුක්‍රම ව්‍යවස්ථාව මගින් ග්‍රාම සංවර්ධන කටයුතු ක්‍රියාත්මක කිරීමේ බලතල පළාත් සභාව වෙත පවරා ඇති අතර 2013 අංක 02 දරණ ග්‍රාම සංවර්ධන ප්‍රඥප්තිය මගින් බස්නාහිර පළාතේ ප්‍රජා සංවිධාන මෙහෙයවීම හා අධීක්ෂණය ග්‍රාම සංවර්ධන දෙපාර්තමේන්තුව වෙත පැවරී ඇති සුවිශේෂි වගකීමකි.
